최근 노무현대통령을 폄하했다고 해서 화제가 되었던 전 미 게이츠 국방부장관은 그의 회고록에서 ' 한국에서 분쟁시 공군과 해군의 역할이 매우 크고 중요해서 육군장군이 60년간 맡아왔던 연합군사령관을 공군장군으로 임명하기로 결심하였으나 미육군 참모총장 Casey 가 미군에서 한국군으로 작전통제권을 전환하는 문제를 한국과 협상중에 있어 때가 아니라고 반대해서 이뤄지지 못했다고 서술하고 있다.

이 함의를 우리 국군통수권자가 알았으면 좋겠다. 우리는 합참의 작전계통이나 안보 주요 라인에는 해군과 공군이 없다. 최근 합참의장이 해군이 보임되어 그나마 다행이다. 그러나 주요 직책에는 해군과 공군은 없다. 영문은 다음과 같다. (회고록 86페지)

Early on I had to decide on a new U.S. commander in Korea. The position had been filled for nearly sixty years by Army general. I thought the time gad come to rotate the position another military srevice. Because our Air Force and Navy would play a big role in any conflict on the Korean peninsula, I decided to appoint an Air Force officer as the new commander. Army chief of the George Casey balked and made a strong case that timing for the change wasn’t good, especially as we were negotiating with south korea on a transfer of operational control of forces from the United States to the Koreans. He was right, so I recommended that president nomainate another Army general.
